The Council of Senior Scholars has said that it's not allowed to go for Hajj without an official permit. Doing so goes against Islamic law and is considered wrong.
They advise everyone planning to go for Hajj to follow the rules and guidelines strictly.
The Presidency for the Religious Affairs of the Two Holy Mosques said, "People going for Hajj must get a permit. This is important to follow Islamic rules, avoid problems, and ensure safety with millions of people visiting the holy places at the same time. It's about preventing harm and doing what's best for everyone. So, anyone planning to go for Hajj needs to get the proper permit as required. Following the ruler's decisions that aim for the common good is a part of obeying Allah."
